Subsidized Child Care

Subsidized Child Care

Early Learning Resource Center (ELRC) Region 17 administers the Child Care Works subsidized child care program which helps low-income families pay for a portion of their child care expenses. If you meet the guidelines:

  • ELRC Region 17 will pay a part of your child care cost, called the subsidy payment
  • You will pay a part of the cost, called the family co-payment
  • The subsidy payment and the family co-payment go directly to the child care program

NOTE: If the child care subsidy does not pay the full amount that your child care program charges, the provider may ask you to pay the difference between the subsidy payment and their private charges.

Guidelines

You must first submit an application to ELRC Region 17 to see if you meet the guidelines for the subsidized child care program. An application along with a list of supporting documentation may be printed by following the links at the bottom of this page. You may call ELRC Region 17 to have an application mailed, faxed or emailed to you, or you may apply online through Pennsylvania’s COMPASS website. The following are basic guidelines:

  • You must live in Pennsylvania
  • Have a child or children who need child care while you work or attend an education program
  • Meet income guidelines for your family size
  • Work 20 or more hours a week – or – Work 10 hours and go to school for 10 hours a week
  • Have a promise of a job that will start within 30 days of your application for subsidized child care
  • Teen parents must attend an education program
  • The child who needs care must be a citizen of the United States or an alien lawfully admitted for permanent residency
  • Have proof of identification for each parent or caretaker in the home

The annual gross income (before taxes) for a family to be eligible to receive child care subsidy is 200% or less of the Federal Poverty Income Guidelines (FPIG):

The above information provides only general guidelines. Other conditions may apply. Please contact ELRC Region 17 if you have further questions about potential eligibility.

Additional Guidelines 

  • Each adult family member must work at least 20 hours a week – or – work at least 10 hours a week and participate in an approved training program at least 10 hours a week.
  • The hours that a child may receive subsidized child care must coincide with hours of work, education, or training.
  • Children are eligible for care from birth until the redetermination after the child’s 13th birthday. Children with disabilities may be eligible through age 18.
  • The parent is responsible to help pay for child care. This is called the family co-payment. The co-payment may be as little as $5.00 per week and varies according to your income and the number of people in your family.
  • If funding is not available at the time that a low-income, working parent applies for subsidized child care, the child may be placed on a waiting list.

The parent may choose the provider of his or her choice. The parent may choose a child care center, a family day care home, a group day care home, or even a relative to care for his or her child. A relative provider is defined as the child’s grandparent, great-grandparent, aunt, uncle, or sibling over 18 years old residing in a separate household.

Along The Way is a nonprofit organization based in Montgomery County, Pennsylvania, that works to support working families, with a strong focus on single mothers. The organization’s mission is to remove barriers that make it difficult for parents to maintain employment or pursue career opportunities, especially the challenge of finding affordable and reliable child care.

One of the main services provided by Along The Way is access to in-home child care.   • 211 tackles underlying root causes – 211 does more than “patch people through” to agencies. For utility help in Montgomery County, PA, dial 211 or text your zip code to 898-211 to connect with local programs like the LIHEAP Program (energy), LIHWAP (water), or specific funds like the Dollar Energy Fund for utilities, with resources available via your way home.org or UMAN for housing/utility crises.

LIHEAP INFORMATION

LIHEAP can help you keep your home warm and safe during the coldest seasons. From December 3, 2025, to April 10, 2026, you can apply for a cash grant to help pay your heating bill. You can receive from $200 to $1,000 based on your household size, income, and fuel type. 

The cash grant is a one-time payment. The grant will be sent directly to your utility provider or fuel company to be credited on your bill. 

Are you experiencing an emergency related to your household’s heat? You may be eligible to receive additional funds through a crisis grant.   

Eligibility

To qualify for LIHEAP in Pennsylvania, you must meet income requirements, which are set based on your household size. Renters and homeowners are both eligible for benefits.  

You do not need to be on another public assistance program or have unpaid heating bills to qualify.

Household Size

A household includes the person or group of people who live together. When determining your household size, you must list those who live at the residence, including: 

  • All children and adults 
  • All relatives who are rooming at the residence
  • All unrelated people who are rooming at the residence and share household expenses

Income Requirements

Your eligibility for LIHEAP is determined by the total annual income and size of your household. The income limit includes cumulative yearly earnings of all members of your household. To determine your household income, you should include the income of: 

  • All related or unrelated household members
  • Renters who are related to you by blood, marriage, or adoption to a household member

Required Documents

When applying for LIHEAP, you must include: 

  • A recent bill from your main heating source
  • Proof of household income for each household member. Documents can include pay stubs, award letters, employer statements, and other forms of verification 

Additional documents may be required if you are not a U.S. citizen, if your heating bill is included in your rent, or if your income is less than the cost of your monthly basic living needs. 

After You Apply

After your application is reviewed, you will receive written notice explaining your eligibility and the amount of assistance you will receive. Please allow 30 days for a response, unless you are applying for a crisis grant. 

Maintaining Eligibility 

You must reapply each year to receive a cash or crisis grant. If you received benefits in the previous year’s LIHEAP season, you will receive notice to apply early during LIHEAP pre-season. Standard applications open in November annually.      

  • LIHWAP (Low-Income Household Water Assistance Program): NO LONGER AVAILABLE
  • Your Way Home Montgomery County: Offers the Emergency Rent & Utilities Coalition (ERUC) for those facing homelessness due to COVID-19, but check their site (yourwayhome.org/eruc) as funding can be limited.
  • Dollar Energy Fund: Provides one-time grants for PA American Water customers (and other utilities) through local partners like CADCOM.
  • Upper Montgomery Assistance Network (UMAN): Serves Upper Montco with help for electric, gas, water bills, and heating oil if facing disconnection or eviction. 

How to Apply

  1. Start with 211: This is the easiest way to find programs in your specific area and situation.
  2. Check Income Guidelines: Most programs (LIHEAP, Dollar Energy Fund) have income limits based on the Federal Poverty Guidelines.
  3. Contact Your Local CAO: For LIHEAP, your local County Assistance Office handles applications.
  4. Utility-Specific Funds: Look for your provider (e.g., PA American Water) and check with Dollar Energy Fund or partners like CADCOM
