Pennsylvania’s Department of Transportation (PennDOT) is advancing long-range plans for significant improvements to a 7.5-mile section of U.S. Route 30 in Chester County, a busy east-west highway that serves as a critical regional corridor. The proposed project focuses on major interchange redesigns and roadway enhancements throughout the Coatesville-Downingtown bypass, affecting several municipalities including Caln, East Brandywine, Easttown, West Brandywine, Uwchlan, and Downingtown. These improvements are part of a broader effort to enhance safety, reduce congestion, and accommodate future growth along one of the county’s most heavily traveled routes.

Planning Phase

The planning phase—particularly the conceptual design period—is nearing completion. PennDOT has been actively engaging the public through online presentations and in-person sessions to present alternatives for the eastern section of the bypass and to gather feedback from residents, business owners, and local officials. These sessions include discussions of how different design options would function, with a particular focus on improving traffic flow while minimizing negative impacts on local communities.

When

Although planning is well underway, actual construction remains years away. PennDOT currently anticipates that breaking ground will not occur before spring 2034, with total project costs projected at approximately $874 million. The majority of funding for the work is expected to come from the federal government, with the Pennsylvania state government covering a smaller share.

What is Needed

A central goal of the project is to create a safer and more efficient transportation system by addressing longstanding “deficiencies” in existing traffic patterns and interchange configurations. Several design elements are under consideration, including widening parts of the roadway by up to 35 feet and the introduction of flexible-use lanes. These lanes could be dynamically managed—operating eastbound during morning peak periods and westbound in the evening—to improve capacity where needed most. A regional transportation center in King of Prussia would operate cameras and lane controls to manage these flexible lanes.

Location Specifics

Specific interchange improvements vary by location. At Reeceville Road, PennDOT plans to replace existing structures and add traffic signals, while Fisherville Road could be relocated to better connect with surrounding developments. At the Route 340 interchange, longer ramps and a single-lane roundabout may replace current signalized intersections to eliminate left-turn conflicts. Various alternatives for Norwood Road and Route 113 are also under review, with public commentary being accepted on those options.
